Philip J. Rizzo
Philip J. Rizzo joined Liberty Military Housing in 2012 and now serves as the Chief Executive Officer, where he oversees the organization's growth and success. His role encompasses a broad range of duties, including strategic direction, fostering government relations, and working closely with our Executive Board, Asset Management team, and Employee-Owner Representatives.
As an Army veteran and the son of a career Air Force officer, he has a deep appreciation for the unique challenges military families encounter, such as the impact on the family of frequent relocations and the need for adaptability. Those experiences inform how Liberty supports our residents today.
With a background that combines military service, fatherhood, and real estate acumen, Philip is humbled to honor Liberty's promise to military families. He is committed to providing our residents with more than mere housing; he strives to provide them with a genuine feeling of home.
Scott Shanaberger
Scott Shanaberger is the Chief Accounting Officer (CAO) for Liberty Military Housing. Scott is responsible for leading the Accounting, Treasury, and Finance teams for Liberty.
A William and Mary alumni, Scott brings 30 years of accounting and executive leadership experience to this role.
He recently worked as a CFO for a ground-up construction company and Eclipse Senior Living.
Gail Miller
Gail joined Liberty Military Housing in 2003, and by 2011 she led the Southwest Navy region and, in 2020, was promoted to National Vice President of Special Projects. In 2021, Gail started a new role within Liberty Military Housing as Senior Vice President of Operations and, in 2024, was promoted to Chief Operating Officer. She has been in the property management industry for over 29 years and has managed all residential and commercial real estate types.
She attended California Lutheran University, where she received a Bachelor of Arts degree. She has also achieved an Executive Leadership Certificate from Cornell University. She holds a Certified Property Manager (CPM®) designation through the Institute of Real Estate Management and a California broker’s license. Gail received the coveted Industry Achievement Award from the San Diego County Apartment Association in 2008. She is a past President of the San Diego County Apartment Association, and past president of The Institute of Real Estate Management, San Diego Chapter; she has also served as the VP of Finance and Sr. VP for the Institute of Real Estate Management, San Diego Chapter.
Justin Clancy
Justin Clancy is Senior Vice President and General Counsel for Liberty Military Housing. He is responsible for supporting and overseeing the legal functions of Liberty. Prior to joining Liberty, Justin retired from a 22-year career as a U.S. Navy Judge Advocate, where he served in numerous positions focused on environmental and land use law, most recently on the staff of the Chief of Naval Operations.
Justin holds a B.A. in History from the College of the Holy Cross, a Juris Doctor from Villanova University School of Law, and a Master of Laws with a focus on environmental and land use law from Georgetown University Law Center.
Leslie Sylvester
Leslie Sylvester joined Liberty Military Housing in October 2013, and is currently serving as the Senior Vice President of Human Resources. Leslie serves as a strategic partner, collaborating with our leadership team in supporting employee initiatives and professional development.
Leslie has over 30 years of human resource management experience in real estate property management and hospitality industries. She has notable experience in HR related to performance management, staffing, employee benefits, compensation and payroll, federal and state law compliance, training, organizational development, and management coaching. Leslie’s experience and expertise have greatly contributed to the success of employee engagement, performance improvement, career development, and cultural change.
Kevin Clarke
Kevin Clarke, Senior Vice President of Construction and Environmental Services, has over 38 years of experience in the development and construction industry and joined Liberty Military Housing in 2001.
As the Senior Vice President of Construction and Environmental Services, Kevin has been an integral part of Liberty Military Housing since day one. Kevin provides support for all of Liberty Military Housing to increase consistency across the regions. Kevin holds a BA in Business Administration and Management from Point Loma Nazarene University in San Diego.
John Corriher
John Corriher, Vice President, is responsible for financial oversight and management operations for the Mid-Atlantic Navy/Marines region of Liberty Military Housing. In his career, John has over 25 years of property management experience with both conventional and military portfolios. Prior to joining Liberty Military Housing, John held the position of Vice President of Operations with Hunt Companies and has worked in privatized military housing for over 15 years.
John previously worked with private owners, Pinnacle and Stellar Advisors, as well as REITs, Equity Residential, ArchstoneSmith, and UDR. He earned his B.S. degree in Business Management from Virginia Commonwealth University and his M.B.A. at Johns Hopkins. John remains active with the Institute of Real Estate Management (IREM) where he achieved his Accredited Residential Manager (ARM) certification and is a Certified Property Manager (CPM). John is also a Certified Defense Privatization Manager III (CDPM III) with the Military Housing and Lodging Institute (MHLI).
Daniel Turkin
Daniel began his Property Management career over 20 years ago as a Leasing Consultant in the Los Angeles area. He worked his way up through the ranks in property operations in several states across the country. He holds his Certified Property Manager (CPM) designation with the Institute of Real Estate Management (IREM) and has served on the Board of Directors for the Nevada State Apartment Association.
Daniel joined Liberty Military Housing on November 2nd, 2020, as the Regional Vice President of the Southwest Navy portfolio (SDFH, LLC, and ECFH, LLC). He most recently was with another private partner, where he served as the Senior Director of Operations over their Hawaii portfolio.
There, he was responsible for developing, implementing, and overseeing all property management activities throughout the 7,000+ unit portfolio. Prior to that, he served as the Director of Operations, overseeing the portfolios in multiple states, including Nevada, California, Colorado, New Mexico, and Illinois.
Beth Peterson
Beth Peterson, with her extensive 25 years of property management experience, brings a wealth of knowledge to her role as Vice President. Her expertise spans conventional, affordable, and military housing portfolios. In her role, Beth oversees the financial management and operations of the West Army Region, which encompasses 5,159 homes across 22 communities at Joint Base Lewis-McChord for Liberty.
Throughout her career, Beth has held various operations positions, including her most recent tenure at FPI Management, where she served as the Senior Director of Operations, overseeing a substantial portfolio of 12,000 homes. Her experience extends to working directly with private owners and Real Estate Investment Trust (REIT), specifically Equity Residential.
Throughout her career, Beth has remained steadfast in her commitment to nurturing talent and fostering a culture of continuous learning. Her unwavering dedication to the training and development of her associates underscores her belief in the transformative power of exceptional customer service for our military families.
Ashley Gorski Poole
Ashley Gorski Poole is a professional with over 15 years of experience in the multifamily housing industry. Joining Liberty Military Housing in 2012 as the National Marketing Manager, Ashley spearheads strategic marketing and communication initiatives for Liberty Military Housing's extensive portfolio, bringing her expertise to the forefront.
Beginning her career at an integrated marketing communications firm in Washington, D.C., Ashley honed her skills in developing and executing marketing campaigns for some of the nation's leading multifamily housing companies. She further enriched her experience at Community Properties of Ohio, specializing in affordable housing.
Ashley assumed the role of subcommittee chair for the National Apartment Association's Military Marketing Committee within the Privatized Military Housing Committee. Ashley holds a Bachelor of Science in Strategic Communications from The Ohio State University.
Luis Lopez
Luis Lopez, Vice President of Training and Development, has over 25 years of professional experience in the training and development industry with demonstrated success in multi-level leadership development, curriculum design, and continuous improvement.
As the Vice President of Training and Development, Luis is responsible for overseeing, implementing, and leading strategic training and development initiatives across Liberty Military Housing, focusing on designing and delivering consistent and superior learning experiences for our team members.
Luis attended California State University, Fullerton College of Business and Economics, where he received a bachelor’s of arts in business administration. He holds a Certified Professional in Training Management (CPTM) designation and a Lean Six Sigma Master Black Belt from Villanova University.
He believes that the most important piece of any transformation is the intentional investment in the development of our people.
Warren Adair
Warren Adair is responsible for leading the Liberty Information Technology (IT) team in designing, developing, and implementing organizational information systems and software applications.
Warren brings over 25 years of experience, expertise, and leadership to this role. He earned a master’s degree in business administration from California State Polytechnic University and a bachelor’s degree in business administration from the University of Southern California. His doctoral research, conducted at the University of Utah, focused on strategic management. Additionally, he is a Certified Information Systems Security Professional (CISSP). In addition, Warren possesses a Microsoft Certified Systems Engineer (MCSE) certification.
Warren is a connected military family member. His father is a 20-year veteran who served as a United States Army Special Forces (Green Beret) First Sergeant. He has two brothers who also served in the Army.
Jon Mckay
Jon McKay is Vice President and Deputy General Counsel for Liberty Military Housing. He supports the General Counsel in overseeing the legal functions of Liberty. Prior to joining Liberty, Jon served with the Department of the Navy, Office of the General Counsel in various litigation and leadership positions, most recently as the Counsel to the Commander, Naval Air Forces. Jon began his legal career as an active-duty U.S. Navy Judge Advocate (JAG), and he continues his military service in the Navy Reserve JAG Corps.
Jon holds a B.A. in American Studies from Eckerd College, a Juris Doctor from Suffolk University Law School, and a Master of Laws with a focus on environmental law from The George Washington University Law School.
Audrey Hamilton
Audrey Hamilton is a seasoned accounting professional with expertise in corporate accounting, tax, financial reporting, and technical accounting. A United States Marine Corps veteran, she brings discipline and leadership to her roles. As Vice President of Accounting at Liberty Military Housing, Audrey oversees ESOP, National Support, and Property Accounting. She streamlines processes, manages audits, and ensures GAAP compliance, enhancing operational efficiencies and financial statement accuracy.
Lana Freger
Lana Freger, Vice President of Finance at Liberty Military Housing, has over 20 years of experience in multifamily housing, including military housing, REITs, and commercial real estate. Lana joined Liberty Military Housing in 2021 as Director of Finance, where her leadership in financial planning and reporting led to her promotion. She now oversees financial planning, reporting, and analysis, ensuring fiscal responsibility and sustainable growth. Lana holds an MBA from Pepperdine University and a bachelor's degree from California State University, Northridge. She values transparency, support, and knowledge-sharing, fostering a culture of open communication and continuous learning to empower teams to innovate and achieve their full potential.
