Liberty Military Housing (Liberty), a leading provider of military housing for 25 years, today announced the opening of Mariner's Row, a newly redeveloped neighborhood for military families stationed at Joint Expeditionary Base Little Creek–Fort Story and other installations in Hampton Roads. Featuring 64 newly constructed townhomes, the opening of Mariner's Row represents the culmination of a keystone project within Liberty’s $150 million reinvestment endeavor in the Mid-Atlantic.

Mariner's Row comprises three- and four-bedroom townhomes, each with 2.5 bathrooms and a spacious one or two car garage. Each residence features an open-concept floor plan with modern finishes, including quartz countertops, brushed nickel fixtures, and luxury vinyl plank flooring throughout the home. Large laundry rooms and ample closets and storage areas give families the space they need to spread out and settle in, experiencing comfort and ease within their new living space. Homes also include environmentally conscious features, such as zoned heating and cooling, Energy Star appliances, and pre-wiring for residents who drive an electric vehicle. The neighborhood offers residents a short commute to Joint Expeditionary Base Little Creek–Fort Story and is centrally located to the Virginia Beach Oceanfront, the Virginia Aquarium, and other desirable attractions for families.

Construction has been completed on 75% of homes and an additional 36 homes will be delivered by summer 2028. As the project continues, Liberty will simultaneously execute significant interior and exterior renovations of more than 3,000 homes in its Little Creek, Oceana, and Norfolk Naval Base neighborhoods. Each home will be renovated based on its specific needs and may include all new cabinetry and countertops, lighting, hard surface flooring, appliances, and HVAC upgrades, as well as new exterior improvements such as new siding, roofing, windows, and fencing. Several new children’s playgrounds are also planned for neighborhoods across the region. Since 2023, Liberty has invested $150 million into communities in the Hampton Roads area.

Liberty has strategically focused on the Mid-Atlantic region over the past few years, investing $150 million to date to support significant home renovations and neighborhood redevelopment for military families stationed in the area, with an additional $130 million investment planned over the next three years.” says Philip Rizzo, CEO of Liberty Military Housing. “As we mark our 25th year in operation, we remain committed to continued collaboration with families to ensure that homes reflect their evolving needs, while also engaging with military officials and Congress to advocate for quality, accountability, and lasting investment that will benefit military families for generations to come.”

“Ensuring our servicemembers and their families have access to safe, modern, and reliable housing is essential to military readiness and quality of life,” says Congresswoman Jen Kiggans, “Mariner’s Row represents a meaningful investment in the men and women who serve our nation and the families who support them every day. I’m grateful for the partnership between Liberty Military Housing and the Department of the Navy to deliver these new homes here in Hampton Roads, and I look forward to continuing to advocate for policies and investments that strengthen military families and our national defense.”

“The work being showcased today at Little Creek is more than a housing improvement project; it is a long-term investment in our people, our families, and Navy readiness,” says CAPT Katie Jacobson, Commanding Officer, JEB Little Creek - Fort Story. “Together with Liberty Military Housing, we are building communities where Navy families can thrive and proudly call home.”
