As the first employee-owned military housing provider, we bring deep expertise, compassion, and commitment to every community we manage, ensuring military families have a place to call home that supports their unique lifestyle and needs.
Privatized housing is also referred to as Public Private Venture (PPV) housing. It is owned by a private partner and governed by a business agreement in which the Department of Defense has limited rights and responsibilities. The private entity is responsible for managing the construction, renovation, maintenance and day-to-day maintenance and services of the community. PPV housing may be located on or off government property and may be former military housing.
The Department of War (DoW) has mandated that all Military Housing eventually will be privatized. The reason behind this mandate is that private partners are able to more efficiently build, renovate, and manage housing, and at less expense than the government. The private partners are also incentivized to provide quality products, management, and services. The success of these partnerships is tied to the number of service members who choose to live in installation housing. Therefore, the private partner has incentives to keep the homes and surrounding grounds well-maintained and the residents pleased.
Rent at Liberty Military Housing is based on the Basic Allowance for Housing (BAH). Currently, your BAH covers both rent and utilities at all Liberty communities. Each year, the Department of War reviews housing markets near military installations and adjusts BAH rates based on local market conditions and ZIP code data. These updates ensure that BAH reflects the average cost of housing in your area. For more details on BAH and how it’s calculated, visit defensetravel.dod.mil.
No. Your Basic Allowance for Housing (BAH) covers your rent, gas, water, and average electricity usage at all Liberty Military Housing communities. There are no hidden fees, so you can enjoy peace of mind knowing your housing costs are predictable and transparent.
Liberty Military Housing does not require a security deposit for active-duty service members and their families. If you are approved to have a pet, a pet deposit may be required. Additionally, if you choose not to pay rent through military allotment, a refundable deposit equal to one month’s rent may be required prior to moving in.
Liberty Military Housing does not require a credit check for qualified active-duty service members and their families.

Miscellaneous Questions
In most cases, you can apply for housing as soon as you receive your orders through the advanced application process. Some branches may require you to be detached from your current installation before your application is accepted. Completed applications can be submitted in person at the Base Housing Office. Please check with your local Housing Office for details on accessing the waitlist. Be sure to submit a complete application packet, as incomplete submissions may delay your placement on the waitlist.

Liberty events are exclusively for residents listed on the sponsor’s official Page 2. This means only those who are part of the household and officially registered with Liberty Military Housing are eligible to attend.
Extended family members, temporary visitors, and non-resident friends are not permitted at events. Activities are designed for our resident members to enjoy and connect.
Public Private Venture (PPV) Housing
Liberty Military Housing has worked with the DoW, our Military Department Partners, and our other Military Housing Privatization Initiative (MHPI) partners to facilitate the implementation of the Universal Lease, which provides access to common forms and policies for our residents while adhering to federal, state, and local laws.
Dispute resolution was implemented throughout Liberty on June 1, 2021. Liberty is committed to following the DoW Dispute Resolution process and works diligently and collaboratively to resolve all disputes informally to the satisfaction of our residents. All Liberty property management employees are trained in this process. When a resident contacts Liberty and states they would like to initiate the formal dispute resolution process, we immediately connect them to the Government Housing Office to begin the process.
Liberty is committed to energy conservation and awaits guidance from the Services on how the RECP program will be restarted so that we can evaluate the benefits to both our residents and our environment. In an effort to support our residents, we have communicated that the re-implementation of RECP will not be considered until 2023. We would encourage Congress to address the utilities provided by the DoW/Military Departments as the costs of DoW infrastructure upgrades and maintenance are being unfairly borne by our military families.
